The U.S. Securities and Exchange Commission opened a formal comment period Aug. 21 on Cboe BZX Exchange's proposal to list six leveraged ETFs, including the first 3x Bitcoin and 3x Ether funds in the country.
"Despite the headline optimism, I see a significant risk of pullback in CBOE unless strong buying emerges above $300.89," Anton Kharitonov, expert at Traders Union, said, as the stock gained 4.08% on the filing news.
The proposed ETFs would be structured as commodity pools under CFTC oversight, with Cboe BZX submitting the application to the SEC for listing and trading. Cboe Europe also expanded its delayed transparency data service to include Systematic Internaliser pre-trade data for UK and NL venues and APAs. The SEC additionally issued notices on proposed rule changes and fee schedule amendments for certain trials on Cboe Exchange, Inc.
Approval of the leveraged crypto ETFs could increase trading volumes and price appreciation for Bitcoin and Ether while setting a precedent for more leveraged crypto products in the U.S. market. The comment period gives market participants and the public a window to submit feedback before the SEC makes a final determination.
The SEC's engagement with the leveraged ETF proposal reflects continued regulatory openness toward crypto-based financial products, potentially boosting investor confidence and institutional participation. Cboe Global Markets (CBOE) advanced 4.08% on the news, trading near $301.18 as of 14:14 ET, with the stock holding above its 20-day, 50-day, and 200-day moving averages at $291.61, $276.34, and $282.34, respectively.
Viktoras Karapetjanc, expert at Traders Union, sees a constructive outlook for Cboe given the new ETF filings and expanded transparency services. "I expect current momentum to persist, and Cboe is well-positioned for further growth if it clears the $300.89 barrier," he said.
The technical picture shows conflicting indicators. The MACD gives a strong buy forecast, while the ADX sits at a neutral 12.29. The RSI at 45.69 and CCI at -86.94 both suggest limited upside, though the Stochastic RSI reading of 0 adds an oversold signal. Bull/Bear Power at 6.5 indicates buyers currently dominate intraday momentum.
Parshwa Turakhiya, analyst at Traders Union, said short-term traders should focus on the $291.61 and $300.89 levels for quick setups within the current volatility band. "The best play here is nimble trading around support and resistance until a clear breakout or breakdown confirms the next trend," he said.
The comment period is a standard procedural step in the SEC's review process for exchange-traded products. If approved, the 3x leveraged Bitcoin and Ether ETFs would be the first of their kind in the U.S., following the approval of spot Bitcoin ETFs in January 2024 and spot Ether ETFs later that year. The products would give retail and institutional investors leveraged exposure to the two largest cryptocurrencies by market capitalization without the need to trade futures or use margin accounts.
The SEC's engagement comes as the broader crypto market shows resilience. Bitcoin and Ether have both maintained significant market capitalizations, and the introduction of leveraged ETFs could attract a new class of investors seeking amplified exposure. However, leveraged products carry higher risk of loss, and the SEC's review will likely scrutinize the products' risk disclosures and operational safeguards.
