Two hundred million LAPTOP tokens — 20 percent of a 1 billion supply — will flow to wallets that lost money on the Official Trump (TRUMP) token when Hunter Biden's memecoin debuts on Base on September 9.
"They turned laptop into a weapon. I turned it into a token," Biden said in an X post on September 7, describing the project as a symbol of "resilience, redemption, and recovery."
The airdrop structure splits the 20 percent allocation across two groups. Two percent of total supply goes to eligible TRUMP losers, while 8 percent is assigned to subscribers of Biden's "Where's Hunter?" Substack and a mailing list run by video journalist Andrew Callaghan. The remaining 10 percent is reserved for future distributions through a Phoenix Veritas Foundation claim portal. Founders, including Biden, control 30 percent of supply under a six-month lockup followed by 24 months of vesting, with 10 percent allocated to liquidity and 5 percent to the foundation treasury.
TRUMP has fallen roughly 97 percent from its January 2025 all-time high of $73.43 to about $2.25, according to CoinGecko data. Nansen estimated that roughly two-thirds of wallets that purchased TRUMP were underwater. A July 2026 report by Democratic staff on the Senate Permanent Subcommittee on Investigations cited blockchain analysis showing nearly 1 million retail traders lost an estimated $3.8 billion on the token.
LAPTOP also carries an unusual burn mechanism. Thirty percent of supply is tied to 30 predefined public events, including Bitcoin reaching a new all-time high, LAPTOP's fully diluted valuation surpassing TRUMP's, and a Democrat winning the 2028 presidential election. If an event occurs, the corresponding tranche is burned; if it does not, the tokens are donated to charity. An additional 50 million tokens are committed to charity regardless of outcomes.
Copycat LAPTOP tokens have already appeared on Base, Robinhood Chain, and Solana following the announcement, creating risk for traders who buy tokens using the LAPTOP name before the official launch.
The launch arrives as the CLARITY Act, a proposed digital asset market-structure bill, heads for a Senate cloture vote on September 15. The legislation could establish clearer rules for digital asset regulation and divide oversight between the SEC and CFTC.
Biden has emerged as an outspoken crypto booster in recent months, calling decentralized digital currencies the "inevitable future" while criticizing the Trump family's crypto businesses. The LAPTOP launch directly targets the political memecoin economy that grew around TRUMP, which launched before Trump's 2025 inauguration with CIC Digital and Fight Fight Fight LLC controlling 80 percent of the original allocation.
Whether the airdrop strategy creates lasting demand or fuels another short-lived speculative cycle remains to be seen. The key date is September 9, when LAPTOP is scheduled to debut on Base.
