China's securities regulator outlined seven policy priorities for the second half of 2026, pledging to increase long-term capital inflows while intensifying enforcement against financial fraud and market manipulation.
The China Securities Regulatory Commission on July 23 outlined seven policy priorities for the second half, pledging to boost medium-to-long-term capital inflows while intensifying enforcement against financial fraud and market manipulation. The measures aim to sustain the market's "15th Five-Year Plan" momentum after a period of relative stability, with the CSRC acknowledging that global financial market contagion risks are rising.
"We must firmly strengthen confidence and maintain focus, steadily handling our own affairs while balancing the relationships between partial and overall interests, policy stability and flexibility, existing and incremental policies, and fairness and efficiency," CSRC Chairman Wu Qing said at the Party building and regulatory work symposium in Beijing.
The regulator's priorities include more precise counter-cyclical adjustment to stabilize markets, deepening investment and financing reforms, and cracking down on illegal activities including financial fraud, insider trading and market manipulation. The CSRC also pledged to support M&A restructuring, implement a "1+N+X" regulatory framework for securities firms, and prevent bond default risks from financing platforms and real estate companies. The commission said it would accelerate the application of artificial intelligence in regulatory oversight.
The policy package signals Beijing's commitment to transforming China's capital markets into a more attractive destination for institutional investors while weeding out poorly governed companies. The CSRC noted that the market "overall has good allocation value" and that positive factors in macro policy, fundamentals and capital flows are accumulating, even as geopolitical conflicts and global financial market volatility pose external risks.
Enforcement and Market Integrity
The CSRC said it would "focus on major, vicious and key cases" to improve the effectiveness of regulatory enforcement. The commission is building a comprehensive system to prevent and punish financial fraud, with plans to push for better corporate governance among listed companies and release more M&A restructuring cases as templates for the market.
The crackdown extends to新型业务 (new types of businesses), with the regulator pledging to strengthen oversight of emerging activities and deploy AI tools in supervision. The CSRC also vowed to accelerate implementation of a package of measures to promote standardized development of fund management companies and to publish new futures company regulations.
Risk Prevention and Opening Up
On risk management, the CSRC said it would safeguard the security and stability of capital market financial infrastructure while focusing on preventing bond defaults related to local government financing vehicles and real estate companies. The commission also pledged to steadily and orderly deepen two-way opening of capital markets and strengthen cross-border regulatory cooperation.
The CSRC's seven-point plan builds on the new "National Nine-Point" guidelines introduced earlier this year, which laid out a broad framework for capital market reform. The commission said it would work to ensure a "good start" for the capital market's 15th Five-Year Plan period, with the下半年 (second half) carrying "heavy and arduous" reform and stability tasks.
