A Norwegian defense communications firm owned by Telenor Group secured a position on a UK military framework worth as much as GBP 5.4 billion, marking a strategic expansion into one of the world's most competitive defense markets.
KNL, the Telenor-owned defense communications specialist, won approval for the UK's Tactical Communication Systems Framework valued at up to GBP 5.4 billion, gaining access to compete for contracts with the British Armed Forces. The company was selected for both Lot 2 (Systems) and Lot 3 (Components), covering frameworks valued at up to GBP 4.7 billion and GBP 727 million respectively over an eight-year period.
"As geopolitical uncertainty deepens, the importance of reliable, resilient communications solutions has never been greater. KNL's appointment to this framework is a clear endorsement of the capabilities we have built, and it positions us to support a key NATO ally whilst driving international growth," said Dan Ouchterlony, Head of Telenor Amp.
The framework runs for an initial 36 months to June 25, 2029, with potential prolongation of up to eight years in total. Individual contracts will be awarded through competitive call-offs and are expected to scale from initial test phases to large-scale orders. Inclusion on the framework does not guarantee revenues, but the dual-lot appointment across both systems and components positions KNL to capture a broader share of UK tactical communications spending than a single-lot supplier would.
The appointment gives KNL structured visibility into UK defense procurement cycles and an established route to market within a tier-one defense sector. For Telenor Group, the deal supports its strategic push into security-focused connectivity and mission-critical services as European governments increase defense spending during a period of shifting geopolitical conditions.
From Nordic Roots to NATO Markets
The UK appointment follows long-term framework contracts KNL already holds with the Finnish Defence Forces and Sweden's Defence Materiel Administration for its CNHF communication system. Those agreements, spanning 2025 to 2035, represent the first procurement of tactical communications and command-and-control systems under the NORDEFCO framework, a Nordic defense cooperation structure that coordinates procurement across member nations.
"The UK is a tier-one defense and security market, and this appointment is a substantial stamp of approval for KNL's capabilities," said Toni Lindén, CEO of KNL. "We have the track record, the technology, and now the recognised standing to compete for real opportunities."
European NATO members have accelerated defense procurement since 2022, with several countries committing to raise defense spending above 2 percent of GDP. The UK, one of the largest defense budgets in NATO at about GBP 57 billion for 2025-2026, represents a priority market for allied defense contractors. KNL joins a number of other suppliers of military-grade tactical communication and information systems on the framework, positioning the company to compete in a market where demand for secure, resilient communications is rising as NATO members modernize their command-and-control infrastructure.
The dual-lot structure of the framework is particularly significant for KNL. Lot 2 covers fully integrated high-frequency communication systems — the company's core competency through its CNHF product line — while Lot 3 covers specialist components, allowing KNL to supply both complete systems and individual parts to the British Armed Forces. This breadth of access could translate into a more diversified revenue stream compared with suppliers limited to a single lot.
For Telenor Group, the appointment signals growing international momentum in a business area that has become strategically important as European defense priorities shift. Telenor Amp, the group's unit for security and mission-critical communications, has been expanding its footprint beyond the Nordic region, and the UK framework provides a platform for further growth in the broader NATO market.
