Xiaoshan Launches 50M RMB Fund to Anchor AI Ecosystem
Hangzhou's Xiaoshan district has unveiled an aggressive policy initiative to establish itself as a primary hub for artificial intelligence development. The government released a draft proposal centered on supporting the OpenClaw & OPC-STC ecosystem, aiming to attract talent and accelerate innovation. The cornerstone of the plan is the creation of a 50 million RMB special purpose fund under the "Tide Start" angel guidance fund. This capital is earmarked specifically for providing diversified financing channels to companies and projects building on the OpenClaw open-source AI agent framework.
Companies Offered Up to 20M RMB in Computing Subsidies
The policy provides substantial operational relief to qualifying AI companies, directly addressing the high costs of development. Enterprises can receive a 50% subsidy for renting eligible computing power services, with an annual cap of 20 million RMB per company. To encourage application development, the government will also subsidize 30% of the token consumption fees incurred when using domestic large multimodal models for AIGC creation, up to 100,000 RMB per year. Further support includes a 30% subsidy for purchasing high-quality datasets from third-party platforms, with a maximum reimbursement of 2 million RMB.
Project Grants Reach 4.5M RMB Alongside Talent Incentives
Beyond direct funding, the measures create a highly favorable environment for startups and developers. The government will offer free office space for up to six months and provide a pool of 100 free residential units for up to three months. To attract top minds, the policy includes talent subsidies for recent graduates, offering up to 150,000 RMB as a living allowance. Exceptional projects are also targeted through a "competition-as-evaluation" mechanism, which can award individual projects up to 4.5 million RMB. Additionally, successful demonstration projects in key areas like urban governance and public services can receive grants up to 1 million RMB.
