Fluor Corp's selection by Saudi Aramco for a program management consultancy contract extends an 80-year relationship with the world's largest oil producer.

Fluor Corp secured a long-term agreement with Saudi Aramco to provide program management consultancy services across the oil giant's global capital projects portfolio, the Irving, Texas-based engineering firm said Tuesday. The contract covers pre-FEED, FEED, engineering, project management, procurement oversight, construction management and program execution across upstream, downstream, petrochemical and infrastructure developments.
"This award reflects Fluor's proven record in program management excellence, capital discipline and safe execution, as well as our deep understanding of Aramco's project delivery requirements," said Pierre Bechelany, Fluor's Business Group President of Energy Solutions.
Fluor reported $15.5 billion in revenue for 2025 and employs nearly 23,500 people. The company ranks 292 on the Fortune 500 and has operated in Saudi Arabia for more than 80 years, supporting Aramco across some of its most significant facilities and infrastructure programs. Financial terms of the LTA were not disclosed.
The agreement positions Fluor to capture a share of one of the largest sources of project investment globally. Aramco selected Fluor as part of a pool of contractors for the PMC framework, mirroring a similar five-year award to Worley Ltd announced the same week. For Fluor, the contract provides a multi-year revenue stream that strengthens its backlog and reduces earnings volatility tied to individual project cycles. The company's energy solutions segment, which Bechelany leads, has been a key growth driver as global energy security concerns sustain capital spending by national oil companies.
